CentralAuth mass account locking
- We have been asked to, "Create an interface (a special page of some kind) to mass-lock user accounts that have abusive user names, have been used for cross-wiki spam/vandalism..."
- A user on meta can search for usernames, select several of them with checkboxes, and lock and/or hide all of them
- Functionality will be identical to the existing "Account Status" modifications
