Details
Set to true to allow email notification for edits flagged as 'minor'. If the editor/poster has the nominornewtalk user right, emails will still never be sent for minor edits. Users still need to opt in by checking the appropriate user preference. User talk notifications are affected by this, $wgEnotifUserTalk.
If $wgEmailAuthentication is false, this setting is ignored.
