Deployment of MediaWiki 1.33.0-wmf.19 to Wikimedia sites

The latest version (labeled "1.33.0-wmf.19") of MediaWiki, the software that powers Wikipedia and its sister sites, is being deployed to all Wikimedia sites in stages, starting on Tuesday, 26 February 2019 (see the roadmap).
