Result of discussion

The discussion mainly focused on translation of documentation and it seems that translatewiki.net is almost ready to be used for translation of documentation from MediaWiki.org. Some work remains but it seems there is a summer of code proposal that might do this.

• Mediawiki.org should be used as the natural place to publish documentation. When translation is set up at translatewiki.org we should publish the result at for example sv.mediawiki.org, de.mediawiki.org, ru.mediawiki.org and so on.
• Bots could be used to update documents that need to be translated at translatewiki.net and also to export the result to mediawiki.org
