Creating a QA infrastructure for all of our mobile efforts

Rationale
As we have increased the rate of mobile development across all the Mobile projects it's become abundantly clear that we can't keep our velocity unless we come up with a sane plan for QA. While WMF as a whole has a large deficiency in QA, the mobile team has an especially hard problem as the state of tools within the mobile qa space is quite basic. We seek to build a robust QA pipeline that complements our development and increases the rate that we can operate at.
